A new moon begins a cycle; a full moon completes one!
Completion of a cycle is what full moons are about. So this is a good time to finish things you have already started. Myth reports magical/mystical phenomena around full moons. Some people get a little crazy around that time, hence the term lunatic (luna=moon). But they do not have to be crazy times for those who are more aware and deal consciously with their feelings. The full moon does intensify feelings, so hospitals and jails see a lot of action at these times.
As you know, the tides are associated with the moon, and controlled by its phases. And interestingly, women are more likely to go into labor during a full moon.
